STOP THE WAR ON DRUGS

Dear Mr. President,

While your Cabinet is nearly complete, the position of Drug Czar remains open. As you decide among the candidates, please consider the following.

For more than 30 years we have waged a costly, unsuccessful, and counterproductive 'War on Drugs,' focused on prosecution and prisons instead of common sense and treatment. Taxpayers have spent tens of billions of dollars. Nearly 500,000 Americans are behind bars on drug charges. And we've allowed 200,000 cases of HIV to be generated by injection drug use when implementation of sensible public health measures like needle exchange could have averted much of the tragedy.

It is well known that Drug Prohibition creates a black market, creating more crimes as gangs are motivated and growing on the sales of illegal drugs, committing crimes in order to further their business. In 1999, there were over 700,000 citizens arrested on just marijuana charges and just over 600,000 for the crimes of murder, rape, and aggravated assault combined. The billions of dollars of taxpayer money fueling the War on Drugs could be spent to prevent these violent crimes from occurring.

Politicians say that we are winning the War on Drugs, yet illegal drugs are cheaper, purer, and more readily available than ever.

Mr. President, more and more Americans are rejecting our current drug strategies. Across the country we're calling for a new way -- based no longer on fear and ignorance, but rather on common sense, science, public health, and human rights.

To bring this critical change to reality requires your leadership. But it also requires a Drug Czar with the courage and vision to lead a vigorous new debate about compassionate, sensible alternatives to the devastating and misguided War on Drugs. It is imperative for the nation that you appoint such a person.
